Devolving - rapidly!
The World's ethics are fine since a world cannot have ethics, only people can have ethical standards and collectively in some cases we can have laws and procedures that represent out ethical beliefs. But ultimately it is our individual responsibility to maintain our ethical standards and no one else's. So to answer the question, ethics are up with some people and down with others.
I think the world's population is on a doward spiral. I could rant but I think I did that over on facebook the other day.
